Open up your local phone book and start calling bankruptcy attorneys and set up appointments to go in for a free consultation. They will let you know how much the filing etc will cost (usually at least 00) and if they would accept payments.

No attorney will take payments. All bankruptcy fees are paid IN ADVANCE. 50% when you hire the attorney, the balance due before the papers are filed. Attorneys fees vary from area to are but the going rate is between $800-$1200 to fill out all the paper work, appear in court with you, etc.
Filing bankruptcy WILL NOT help with your mortgage or rent payments. Those can not be discharged.
You can find a referral at NACBA.org (National Association of Consumer Bankruptcy Attorneys).
